A Qualified Opinion

Final grades certificate in photo-journalism for Tim Gander. Issued by the National Council for the Training of Journalists.

Not bad grades, and I did pretty well on a local evening paper.

This is a blast from the past – my certificate in photo-journalism, awarded by the National Council for the Training of Journalists in 1992. It was amongst a stash of old school reports hoarded by my mum.

I don’t want to sound like an old man reminiscing, but this dates from an era when photographers were trained to take pictures for news. This no longer happens, and sadly reporters with iPhones are a poor substitute.

The course at Stradbroke College in Sheffield was, for a few decades, the only formal route into news photography in this country. You either took the one-year pre-entry course (as I did), or you could get a traineeship on a paper who would then send you on block release to cover the course over a period of a couple of years (I’m a bit sketchy on this as it was a long time ago!)

Having completed my full year, this certificate graded me on my progress at that stage. I then had to find a job with a paper (in my case, The Portsmouth News) and be indentured for two years before taking final exams, submitting a final project and qualifying as a senior photographer. Of course I passed with a Distinction, as you would expect.

But why is it a problem that this structure no longer exists? People consume news very differently today, so this training malarkey is old-hat and obsolete. Plus taking photos is so much easier; who needs training?

The issue arises because since newspapers have devalued their product to the point where most local papers consist of nothing more than a mixture of phone snaps, Google Streetview screen grabs or images lifted from Twitter, photographers no longer play the role they once did, that of first witnesses and documenters of breaking stories. We simply don’t have that anymore, at least not in the traditional titles.

We were also trained to cover events, even incidents, with professionalism and with a good grasp of press ethics and the law. In fact understanding the law as it related to our work was often useful in situations where those in authority (*ahem* the police) would try to obstruct our work. Today, many reporters and certainly members of the public don’t have the knowledge required to be effective image gatherers.

The cutting back of photo departments, which really got going in the early 2000s, also disposed of an incredibly valuable asset. While reporters were already being increasingly tied to their desks, writing stories almost entirely over the phone and without leaving the office, photographers were the main point of contact between the readers and their paper.

This wasn’t always an entirely comfortable role for photographers, but it had a value which is now lost for good.

It’s good to see the emergence of community newspapers now, such as The Bristol Cable, which work on a different business model to traditional newspapers, however they still haven’t fully embraced the power of photography, largely relying instead on their staff journalists or, at a stretch, casual freelancers. This is a shame because a publication will struggle to find its look and voice if there is no consistent style to its visuals. It also means there’s still no consistent contact between readers and editorial staff.

Of course I understand the issue of cost vs benefit, and most of these new news initiatives just don’t have the budget for properly-trained photographers, so they’re stuck with this new paradigm. They can’t cover stories consistently and in depth, so they fall short of the engagement they need to grow. For as long as they can’t grow readerships, they can’t invest in photography.

So while this certificate might be a flimsy document harking back to a time when the news industry was very different, it’s also a reminder that an entire industry, underpinned by structured training, has suffered a pretty mortal blow. I would love to see a new ‘traditional media’ emerge where photographers have regular patches and disciplines to cover (eg news, sports and features), and as platforms such a Twitter seem to be losing ground, maybe the time will come when people return to trusted, curated, edited and regulated sources for news.

There is hope yet! And then perhaps I can present my certificate and get a job on an evening newspaper.

Cairncross Review Review (Part the Second)

The silence is deafening and so is the noise.

The problem with the Cairncross Review is that it tackles issues which should trouble us all, and deeply, yet I’m seeing very little discussion of it not only amongst former journalist colleagues and photographers, but also the wider public.

Much of the problem seems to stem from a general lack of awareness that it was even being undertaken. When I look through the list of organisations and individuals who submitted responses to the call for evidence, all the usual suspects are there (Johnston Press, Facebook, Google, The Guardian, News UK), but not a lot from individuals with specific interests in the industry.

From the general public there were 588 responses, but the report doesn’t publish more than excerpts of these submissions. On the one hand, that’s a larger public response than I was expecting. On the other, it’s pretty abysmal given the importance of a thriving local press sector for our freedoms and democracy.

This relatively low response will be a result of factors such as ignorance of the existence of the review, apathy and perhaps most understandably, an exhaustion brought about by the constant white noise of Brexit debate.

And even I am sitting here wondering why I care so much for an industry which has now given me less than half of my professional life. I’m too busy with keeping my own business running (as well as trying to expand my documentary work, which is in itself a response to the collapse in local journalism) to invest in a future which will be entirely out of my hands.

For now I just need to summarise a few points from my reading of a selection of the responses, in no particular order:

  1. Facebook and Google consider themselves innocent in all this, indeed they claim to be putting masses of cash back into regional journalism and it’s the publishers which are failing to take advantage of the new opportunities open to them.
  2. The publishers consider themselves innocent in all this and their sales were fantastic and revenues strong until the nasty digital boys came and smashed up their game.
  3. Neither side can quite bring themselves to admit the truth, instead pushing positions which are self-serving and often delusional.
  4. Government ultimately has no answer to this. Whatever they do will be wrong and will end in tears, corruption and a slow death for local journalism (followed some time later, probably a Wednesday afternoon, by national journalism).

Whatever happens though, I will try to keep an eye on developments. I can’t help it, and I really do believe that if you care for democracy and a diversity of voices in the many media available to us, you should at least make an attempt to bone-up on the broad outlines of the Cairncross Review and the developments which arise from it.

From next week though, I need to get back to talking about my own work and personal projects before the crashing silence and deafening noise get too much.

Cairncross Review Review (Probably part 1)

I’ve been trying to wade through the results from the Cairncross Review into the future of high quality journalism in the UK. I’m not very good at analysing dense, copious amounts of data, but I care and want to try to see where local and regional newspapers are headed (apart from down the plughole). 

What is striking is the content of some of the submissions to the call for evidence which are interesting (ish) reads, especially in the sense that they are a weird mix of kernels of truth and self-deceiving, massive pants-on-fire lies. 

Check out this particular example from the now defunct Johnston Press, written by the then CEO David King: 

“Legacy print publishers have struggled to adapt to the structural changes in the way content is consumed, limited by their geographic publishing models, falling ad revenues, circulation volumes and the need to increase cover prices. In some cases, constraints on investment have been exacerbated by the need to service legacy debt and closed defined benefit pension liabilities, as is the case at Johnston Press.

Yet despite this, to date the traditional publishers have sought to continue to invest in journalism, and remain by far the greatest investors in quality content creation, despite the need to reduce costs. The tech giants, who are the facilitators between audience and content, enjoy the revenue from surfacing this content while not contributing to its cost. These tech giants also control which content the audience sees and which audience a publisher can access. Moreover, they are largely unregulated.” 

There’s so much to unpick on so many levels, all packed into just two paragraphs. Bear in mind also that within JP’s submission, their “facts and figures” don’t examine anything earlier than 2008, handily side-stepping the fact that it was their greed and incompetence since the early 1990s which crippled the pension scheme and ultimately led to the collapse of the entire business in 2018. As for “sought to continue to invest in journalism,” in all known universes, this stretches credulity far beyond snapping point. 

Beyond JP’s corporate culpability it is too easy to dismiss the ‘traditional’ press as just a victim of progress, but whatever the causes, that which is displacing it does not have the same accountability, nor does it have any pretence to uphold democracy. All this is very dangerous indeed. 

Also, these changes in local and regional papers is already affecting the nationals who traditionally relied on a steady flow of fresh, diverse talent from the news rooms and photography pools of the local/regional press. We are now well beyond the point where people without independent means could afford to work for national papers given the collapse in wages and freelance shift rates. The majority of voices we hear are those who can afford to work for the fun of it and their viewpoints largely reflect their relatively privileged positions.

I fear with the likes of Newsquest using the same insane business model as JP, this review and its conclusions have come too late to do anything meaningful beyond arranging the funeral for an industry which has no reason (beyond mis-management) to be a victim of progress or change. The Government is supposed to make some kind of response later this year. Who’s going to put money on that response being anything more than laying on some warm sausage rolls and cheap wine for the wake?

A Welcome Review

A new review into the future of UK press journalism was announced today and although I fear it may be too late, it’s welcome to finally see the issue being tackled at government level.

The independent review into the future of high-quality journalism in the UK, chaired by Dame Frances Cairncross, has issued a call for evidence from organisations and individuals and will look at the causes of the startling decline hitting the industry.

The review will look at issues such as the decline in advertising revenue, the effect of social media, the consequences for the press from a national to a local level and what might be done to ensure a vibrant press for the future.

I happen to believe, and have said for many years, that what has happened to the press (in particular the regional and local newspapers) over the last two decades has become a threat to open justice and democracy, with court proceedings and local government council meetings being seen as too expensive to cover.

The subject is huge and the solutions not entirely clear. Of course I would love to see a return to high-quality local and regional journalism, with good quality news photography being part of that mix.

I may sound like a broken record when I talk about photography again, but it’s incredible that in an age where images (and especially high quality pictures) are the bedrock of the popularity of some of the biggest social media platforms, local news outlets have forsaken the model of using creative, informative (but paid-for) photography in favour of boring, badly executed free content.

On the odd occasion I find myself in Germany or Austria I make a point of picking up the local papers and am astonished at the difference. Beautifully-produced broadsheets on high-quality paper with professional photography appear to be doing just fine and they’re packed with classified ads too! This may be because the internet is English, or perhaps it’s a cultural pride thing. Perhaps this review will look at Europe for ideas.

Of course the internet has had a massive impact on journalism in this country, but the foundations of this decline were put firmly in place by the short-sighted and often greedy management teams which bought up smaller publishers like they were on a supermarket trolley-dash, then asset-stripped stripped them to make their money back. I won’t bang on, it’s a subject I’ve tackled before and I won’t bore you with it again today.

Hopefully, as readers of my blog (isn’t blogging part of the problem?), you’ll be keen to put your own views to the committee via their call for evidence. I certainly shall because I think it’s high time this issue was tackled seriously and not just treated as a victim of “progress”.

The Screws Becomes the News

 

Surprise, surprise! It turns out that phone hacking at the News of the World (aka The Screws) might just have been a tad more widespread than was previously admitted.

Now they’re offering compensation and all sorts, presumably because having already had a Royal correspondent jailed and two more senior staff arrested in connection with phone hacking allegations, senior executives may be getting a little edgy at the thought of the police investigation working higher up the chain of command.

Even executives who are no longer in the roles they were in at the height of the phone-hacking period might be getting nervous over this, because it’s a fair bet that one or two, such as former managing editor Stuart Kuttner, would have been signing off expenses for third-party phone hacking services when the practice was rife.

Of course the likes of Kuttner may not have known what they were signing off. Maybe the receipts were put through as general investigative expenses, but it has to be worth asking whether executives above editor level would have been ignorant of the nature of the expenses they were scrutinizing.

At this stage it’s only fair I point out the rather dull axe I have to grind in all this. Between (circa) 1997-8 and 2001 I was a freelance photographer for The Screws, and dedicated about 18 months of that time working 4 days a week exclusively for them.

However by late 2000 I was getting increasingly worn down by the long hours, the pointless errands and being sent to distant places to do silly jobs with no story worth reporting. That year I missed the birth of my son because I was chasing a story in France. It wasn’t the picture desk’s fault that I missed the arrival of my son. I’d opted to stay on in France to see the job through, and my son had arrived unexpectedly early, but when things turned terminally sour between myself and the paper, I was dismayed when I was told I wasn’t “a team player.” That actual phrase was used, and it stuck with me because I’d done more than miss the birth of my only son for that paper.

I’d pulled double shifts when the desk couldn’t get cover, having to spend nights in my car on more than one occasion, without sleep or comfort break waiting for some Z-list celebrity to show up. All for the princely sum of £128 (£145 for a Saturday shift woohoo!). Often the shift fee was equivalent to about £10 per hour. Ok, I’d opted to work for The Screws, but that lesson is well learned now.

On a few occasions I’d turned some insane reporter’s nonsense story into a useable scoop just by being diligent and intelligent. Clearly this also made me “not a team player.”

What finally finished my time with The Screws was when I’d tried repeatedly, and failed, to get paid the expenses I was owed. Mostly mileage.

The thing was, at the time I was working for The Screws, I was living in Portsmouth but having to drive to Wapping most of the 4 days a week. Starting at 6:30am, I’d get to the picture desk for 10, be sent on that day’s wild goose chase (pun intended) and probably get home again some 12 hours later. The reason for the insane commute was that when I started working for them, most stories I covered were in the Hampshire, Wiltshire, West Sussex region. Then they went all celebrity-led and all the “stories” were suddenly in London.

Now management knew where I lived, and it wasn’t as if the mileage rate they paid was generous, even when petrol was somewhat cheaper than it is now. But every month I would submit my invoice, including mileage, and every month a cheque would arrive for the invoice amount, less 8%.

Eventually I gave up asking nicely for what I was owed and threatened legal action. The amount outstanding was in the thousands, and I could no longer afford to work for them. The effect of the letter I sent was instant, and my time at The Screws was over. I was scared and relieved.

And who was it that was taking a scalpel to my invoices? None other than Stuart Kuttner. He must have assumed I was on the fiddle to the tune of precisely 8% every single month, but I never did receive an explanation. I did get my money in the end, but never an explanation.

While I worked at the News of the World, I had the honour and privilege of working with some of the best photographers and reporters in the industry. Unfortunately there were also reporters who clearly had substance and honesty issues. There’s no point me naming the bad apples because this was all a decade ago now, and I can’t even recall their names and nor do I care what happened to them, though I do sympathise with any of the talented people who might still be there.

Addendum: Senior reporter James Weatherup was added to the list of arrested journalists today. As yet, those three most recently arrested have not been charged.

Addendum II, This time it’s personal: Former Managing Editor, Stuart Kuttner, has been arrested, questioned and released on bail regarding allegations of making payments to police for information and on charges of phone hacking.
